Under Section 24 of the Punjab Empowerment of Persons with Disabilities Act, 2022, the Government establishes District Welfare and Rehabilitation Units (DWRUs) at the district level to implement the provisions of the Act and facilitate persons with disabilities.
These Units act as the primary operational mechanism for delivering services, ensuring coordination, and enforcing disability-related rights at the grassroots level.
Composition
Each Unit consists of district-level representatives from various departments (health, education, labour, industries, etc.),headed by the Deputy Commissioner (DC) of the respective district as the Chairperson along with:
- Persons with disabilities
- Representatives of civil society
- A social worker
- A parent of a person with disability
- District Head of Social Welfare (Member/Secretary)
This multi-sectoral composition ensures inclusive decision-making and effective coordination.
Functions and Powers
According to the Act, the key functions of DWRUs include:
- Data Collection: Maintain data of establishments and persons with disabilities
- Registration & Database: Keep records of certified persons with disabilities
- Facilitation: Assist persons with disabilities in employment, training, and rehabilitation
- Referrals: Link individuals to medical treatment and financial assistance
- Coordination: Work with public and private entities, NGOs, and stakeholders
- Grievance Redressal: Address complaints of persons with disabilities
- Employment Support: Guide and facilitate job placement in public and private sectors
Role in Implementation
DWRUs play a central role in implementing the Act by:
- Ensuring access to services at district level
- Supporting policy execution by the Council (CRPD)
- Acting as a bridge between government and beneficiaries
