District & Tehsil Assessment Boards
(Punjab Empowerment of Persons with Disabilities Act, 2022)
The Government of Punjab, under the Punjab Empowerment of Persons with Disabilities Act 2022, has established a comprehensive system of Assessment Boards to ensure accurate identification, certification, and facilitation of Persons with Disabilities (PWDs). These Boards operate at District and Tehsil levels to provide accessible, transparent, and efficient services across the province.
Legal Framework
The establishment of Assessment Boards is mandated under Section 27 of the Act, empowering the Government to constitute boards responsible for assessing the nature and extent of disabilities. These boards function under the supervision of the relevant authorities and in accordance with notified rules and regulations.
District Assessment Boards (DABs)
District Assessment Boards are functional in all districts of Punjab and serve as the primary authority for disability assessment and certification.
Key Functions:
- Assessment of physical, sensory, intellectual, and psychosocial disabilities
- Determination of the degree/percentage of disability
- Evaluation of functional ability and work capacity
- Issuance of official Disability Certificates
- Referral of complex cases to higher authorities
Composition:
- Specialist doctors from relevant medical fields
- Representatives of the Health Department
- Officers from the Social Welfare Department
- Other technical experts as required
Tehsil Assessment Boards (TABs)
To enhance accessibility and service delivery, Tehsil Assessment Boards have been introduced at the local level.
Purpose:
- Decentralize the assessment process
- Facilitate applicants closer to their residence
- Reduce workload on District Boards
Functions:
Tehsil Boards perform similar functions as District Boards, including assessment, evaluation, and certification, under the overall regulatory framework.
Certification & Registration Process
The Disability Certificate issued by Assessment Boards is a mandatory requirement for:
- Registration as a Person with Disability
- Availing government welfare schemes and financial assistance
- Employment under disability quota
- Accessing assistive devices and rehabilitation services
Appeal & Oversight Mechanism
In case of disputes or complex assessments, cases may be referred to the Provincial Assessment Committee (Section 28), which has the authority to review, revise, or uphold decisions of the Assessment Boards.
